About the Candidate
Meet Big John
"I've spent my career getting things done for working families. Now I'm ready to do the same for all of Caldwell County."
Big John Castillo is a lifelong Caldwell County resident and dedicated public servant. A Lockhart High School graduate from the Class of 1993, Castillo has devoted more than 30 years to state service, working with the Texas Department of Public Safety, Texas Department of Transportation, the Texas House of Representatives, the Texas Department of Motor Vehicles, and the Texas Department of Licensing and Regulation.
Committed to local and regional leadership, he has served on the Lockhart City Council from 2010–2019 and again from 2022 to the present, including a term as Mayor Pro Tem from 2012–2013. Castillo has also served as an Executive Board Member of the Capital Area Council of Governments (CAPCOG).

U.S. 183 Expansion
Secured funding from the Texas State Infrastructure Bank in partnership with TxDOT to relocate utilities along U.S. 183, enabling expansion to five lanes.
GLO Grant
General Land Office grant for new pipeline infrastructure from Bois D'Arc Street to Blanco Street in District 2.
Park Improvements
Advanced improvements at Pecos Park and Nueces Park to enhance community recreation.
Flood Mitigation
Implemented a drainage pond in District 2 to reduce runoff and flooding from Silent Valley Road.
Traffic Safety
Delivered a new turning lane at Mockingbird Lane and State Highway 142 to improve traffic safety and flow.
First Responders & City Staff
Consistently championed first responders and supported pay raises for city staff. Partnered with the Lockhart Police Association, CLEAT, and Lockhart Fire to establish meet-and-confer for long-term stability.

I will fight to keep our county affordable for working families by promoting responsible growth that puts people before special interests. I oppose politicians who sell out our community to developers and big tech data centers that drive up utility costs, strain local resources, and raise property taxes. Growth must pay its own way, protect homeowners, and preserve our quality of life.
Economic Opportunity
I will support policies that strengthen small businesses, attract good-paying jobs, and invest in workforce development. Our county should be a place where families can build a future, local businesses can thrive, and economic growth benefits the entire community—not just a few at the top.
Better Infrastructure
Strong infrastructure is the backbone of a strong county. I will prioritize smart investments in roads, drainage, and water to support growth, reduce flooding, improve safety, and ensure long-term reliability without overburdening taxpayers. I will also do everything in my power to attract a hospital to Caldwell County.
Public Safety
I will back our law enforcement, fire, and emergency responders with the resources, staffing, and training they need to keep our communities safe, while ensuring accountability and fiscal responsibility.
